AoA Announces Availability of funding for Community Living Program Cooperative Agreements

Overview: This Program Announcement provides an opportunity for the Aging Network to modernize its approach to service delivery and to prioritize helping individuals who are at
imminent risk of nursing home placement but not eligible for Medicaid to avoid nursing home placement and spend-down to Medicaid, consistent with the long-term care provisions that were included in the 2006 Amendments to the Older Americans Act (OAA).
Under this Announcement, AoA will award Cooperative Agreements to assist State Units on Aging (SUA) to develop Community Living Programs (formerly known as Nursing Home
Diversion Programs). A successful SUA applicant will propose to implement projects in partnership with Area Agencies on Aging (AAA), Aging and Disability Resource Centers (ADRC) or ADRC type providers, aging services provider organizations, and other long-term care stakeholders including the Single State Medicaid Agency that strengthen the capacity of the
Aging Network to target and serve individuals at highest risk of nursing home placement and spend-down to Medicaid with flexible services, including offering consumer directed options.
Grants under this Announcement are to be used to make changes in the way existing federal and state programs, that are currently being administered by SUAs and AAAs, operate.

AoA Announces Availability of $10 Million for Alzheimer’s Disease Supportive Services Projects
Acting Assistant Secretary for Aging Edwin L. Walker has announced the availability of approximately $10 million for Alzheimer’s Disease Supportive Services Program (ADSSP) Projects. These projects will provide the opportunity for the Administration on Aging’s national network of community-based aging organizations and its partners to strengthen their approach to helping individuals with Alzheimer’s Disease and Related Disorders (ADRD) and their caregivers.
Funding is available for states through two ADSSP Program Announcements: “Evidence-Based Cooperative Agreements to Better Serve People with Alzheimer’s Disease and Related Disorders” and “Innovation Cooperative Agreements to Better Serve People with Alzheimer’s Disease and Related Disorders.” Eligible applicants are agencies of state governments, which include but are not limited to state offices on aging.

AoA Announces Availability of $5 Million for Community Aging in Place Programs
Projects will help older Americans to stay in their communities
Acting Assistant Secretary for Aging Edwin L. Walker is pleased to announce the availability of $5 million for Community Innovations for Aging in Place (CIAIP) grants. These new projects will promote aging in place for older individuals by developing and implementing innovative, cost effective, comprehensive and coordinated health and social services including evidence-based disease prevention and health promotion services that allow them to continue to live in their communities among their families and friends. The Community Innovations for Aging in Place program, included in the Older Americans Act Amendments of 2006, is modeled after Naturally Occurring Retirement Communities (NORCS). NORCS are neighborhoods where seniors can age in place with access to necessary support resources including transportation, health programs and social services. The CIAIP projects will build on the success of NORCS while integrating additional innovative models of aging in place.

Funding Availability: Employment Networks for the Ticket to Work and Self-Sufficiency Program

Synopsis:
The Ticket to Work and Self-Sufficiency Program is the centerpiece of the Ticket to Work and Work Incentives Improvement Act of 1999. This program provides Social Security beneficiaries with disabilities more choices for receiving employment services. Under this program the Social Security Administration (SSA) is issuing Tickets to eligible beneficiaries who, in turn, may assign those Tickets to an Employment Network (EN) of their choice to obtain employment services, vocational rehabilitation services or other support services necessary to maximize their economic self-sufficiency through work opportunities. An EN shall be either an agency or instrumentality of a State (or political subdivision of the State) or a private entity that assumes responsibility for the coordination and delivery of employment, vocational rehabilitation or other support services to those beneficiaries who have assigned their Tickets to the EN.
SSA will award contracts to qualifying offerors to perform services as Employment Networks for the Ticket to Work and Self-Sufficiency Program. Each contract will consist of a five-year period of performance, with an option for an additional five-years.

Synopsis:
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a full and open competitive basis for the development and implementation of a social marketing/communications technical assistance (TA) program ("Caring for Every Child's Mental Health Campaign") for “system of care” sites funded through the Comprehensive Community Mental Health Services for Children and Their Families Program. Under this program, 59 communities have been awarded cooperative agreements to implement (in one or more communities) a broad array of community-based and family-driven and youth-guided services for children with serious emotional, behavioral, or mental challenges; and to enable communities to develop comprehensive local systems of care which coordinate and integrate services across mental health, health, child welfare, education, juvenile justice, substance abuse treatment and other agencies, as appropriate. An estimated 59 funded communities will be provided TA by the contractor during each year of the contract.
IMPORTANT NOTE: Section 565(b)(2) of the Public Health Service Act (PHS Act) establishes the statutory authority for the provision of technical assistance for grants authorized under Section 561(a) of the PHS Act. Section 565(b) provides that the Secretary, DHHS, may provide technical assistance directly or through grants to, or contracts with, public and non-profit private entities. Accordingly, in order to be considered eligible to compete for this procurement, offerors must be either public or non-profit private entities.
The goals of this contract are to: promote social inclusion of children and youth with mental health challenges and promote mental health; use social marketing strategies to help increase the likelihood that children and youth with serious emotional challenges and their families are appropriately served and treated; increase awareness of mental health needs and services for children and youth among mental health providers, system of care communities, intermediary group/organizations and the public; demonstrate to communities that the mental health needs of children and youth with serious emotional challenges and their families are best met through utilization of systems of care; use social marketing strategies to help build capacity within system of care communities to sustain services and supports for children and youth with serious emotional challenges and their families; and assist SAMHSA in implementing the National Children's Mental Health Awareness Day Initiative.
Specifically, this contract will include: conducting a situational analysis; developing a strategic marketing plan; coordinating a group of grantees to provide guidance for the Campaign; developing and producing products; providing ongoing technical assistance and training to the 59 funded communities; conducting national media outreach; developing collaborative relationships with national organizations; and assisting SAMHSA in implementing the National Children's Mental Health Awareness Day Initiative.
The anticipated period of performance for this contract is a base period of 12 months, plus four (4) 12-month option periods.
